Carol Topsnik review for Emerge Beauty | Advanced Aesthetics and Permanent Makeup

I’ve been going to Nelly for many years for permanent eyeliner and eyebrows. She’s excellent and a perfectionist in the work that she does. To top it off, she’s a wonderful lady with a kind spirit and a lot of experience in her field. You definitely will not be disappointed.
